The Building Schools for the Future (BSF) programme will see every state secondary school in England – around 3,500 in total – rebuilt or remodelled over the lifetime of the programme.

Launched by the Department for Education & Skills in February 2004, BSF is the largest and most ambitious scheme of its kind anywhere in the world. It will transform education for some 3.3 million students aged 11-19.

The scale of BSF enables local authorities to move from patch and mend spending on schools to rebuild and renewal, with a more strategic approach to funding, design, procurement and management of buildings.

Whilst New School Design is a core element of BSF and other new build programmes, it is vital that educational imperatives and effective building designs and ICT solutions are delivered as an integrated solution. MEC have long since committed to play our part in this strategy.

Sustainability: The BSF programme is committed to reducing carbon emissions from schools, with all buildings making the most of sustainable features to help protect the environment and reduce overheads. In some schools students can monitor the amount of energy consumed, rainwater is used to flush toilets, and recycled materials are used for construction.

Marshall Errock Construction Ltd have been building schools since the 1980’s in the forms of Labour Only; Labour, Plant and Materials and Labour, Plant, Materials and Scaffolding and current typical values range from £200k to £2m.

BSF schools are helping to reduce bullying and other anti-social behaviours through the use of good quality, thoughtful design. Wider corridors and toilet blocks located near to classrooms and staff rooms allow these areas to be ‘passively’ supervised.

Partnerships for Schools has announced the 15 companies – including five medium-sized  firms – which have secured a place on the £4 billion framework to procure the design and build of Academies and other educational facilities in local authorities. £500m worth of contracts are expected to start procurement using the new Contractors’ Framework in the first five months of operation from December 2009.

MEC are one of the most experienced BSF Bricklayer & Blocklayer Subcontractors in the UK having built over £10M worth of education facilities.

The Contractors' Framework will operate across two discrete geographical areas. The first area will be made up of the North West, the North East, Yorkshire and the Humber, the East Midlands and the West Midlands; the second will be made up of the East of England, the South West, the South East and London. Nine of the 15 companies have been appointed to both geographical areas.

 

Tim Byles, Chief Executive of Partnerships for Schools, said: “Through the existing PFS National Framework, the cost of procuring new Academy schools has already reduced by around 30 per cent delivering excellent value for money to the taxpayer. Building on this success, we are now unveiling a new framework, creating more opportunities for large and medium-sized construction companies across the country, during what are undoubtedly challenging times for the sector.

“The new framework will secure the future work stream, maintaining the focus on streamlined and accelerated delivery of education investment in Academies, smaller BSF schemes and other education facilities, with the first schools to be procured through the new framework opening their gates in September 2012.

“The existing Academies Framework has demonstrated the value of this approach – both educationally and to the public purse - and I am pleased that we are able to build on the foundations laid while extending the opportunity for regional bidders, as well as larger national firms, to get involved.”
